Carinthia is the southernmost Austrian state or Land. According to last census data it has about 0.5 mill inhabitants.

Fuelling Infrastructure

The state of Carinthia has alreaddy installed more that 140 publically accessible recharging stations for electro vehicles. Within 2011 it was projected to expand this infrastructure to some 1,000 (see www.lebensland.com).

Graz

Graz is the second-largest city in Austria after Vienna and the capital of the federal state of Styria. It has a population of 291,890 as of 2010 (of which 258.605 have principal residence status).

The Graz public transport company operates all of its ca. 120 busses on 100% biodiesel. A large part of this fuel is provided by processed used cooking oil. Graz was (2006) the only city in Europe operating on 100% biodiesel for the entire fleet. Graz collects used cooking oil on a large scale. This UCO is converted into biodiesel and along with biodiesel produced from rape seed provides the whole bus fleet with fuel. The attractiveness of the city will increase due to lower pollution levels by the biodiesel driven buses. The local public transport company (GVB) carries out a series of technical, ecological and economical trials of 100% biodiesel operation. These trials were successful. Within the framework of CITIVAS Trendsetter, the whole bus fleet was either converted to biodiesel operation or new busses were bought already equipped for biodiesel operations. How B100 developed with GVB:

  • 1990 -Start collection of used cooking oil from private households
  • 1994 -Starting of pilot project - Research work on Biodiesel from used cooking oil -operation of 2 buses of the municipal public transport service (GVB)
  • 1999 -Start collection of used cooking oil from restaurants
  • 2003 -EU - CIVITAS/Trendsetter operation of additional 54 buses with biodiesel
  • 2005 -100 % biodiesel municipal public transport fleet
  • 2008 100% B100 use in winter
  • 2009 Summer use only – testing 4 CNG buses – preparing bio-CNG production

Several problems arises with the conversion towards biodiesel:

  • Natural oils leave their characteristics in RME/AME- high pressure pumps and exhaust gas cleaning should have been adapted
  • Industry made it impossible to go on- high efficiency as enemy of plant oils in ICE (no B100 for EURO6 engines)
  • Resource problems – lack of feedstock (used edible oils, fats)

As results the city tries to find alternative concepts for the future, i.e. the introducing of Bio CNG biogas busses.

Furthermore, in Graz, the largest taxi company (Taxi 878) is switching its entire fleet from diesel to biodiesel cars. In order to promote biodiesel for others, the taxi filling station is available also for the public. In Austria, Graz is the first city to switch to biodiesel for a complete taxi fleet of this size. A new biodiesel service station for taxis will be established to meet the increased demand for biodiesel.

Fuelling Infrastructure

In order to make the shift from diesel to biodiesel easier, a fuelling station for biodiesel was established at Taxi 878 headquarters. The filling station is also open to the public, thus encouraging other companies as well as citizens to use biodiesel. The large-scale introduction of biodiesel in a taxi company makes it possible to gather information about repair, maintenance and service needs when using biodiesel.

Regional Instruments to promote Clean Vehicles

Graz is considering implementing an LEZ in Autumn/Winter 2011. It would follow the Austrian national framework.

Linz

Status Quo

Linz is the third-largest city of Austria and capital of the state of Upper Austria. It is located in the north centre of Austria, approximately 30 km south of the Czech border, on both sides of the river Danube. The population of the city is 189,284 (2009), and that of the Greater Linz conurbation is 271,000.

Linz has establised a programme fort he construction of public accesbile recharging stations for electro vehicles. The regional energy supplier Linz AG already operate so called electro refulling stations additional 10 are in a planning stadium (www.linzag.at). The energy 100% regenerative, using Photovoltaik systems. The payment for recharging is made with ordinary bank cards.

Margarethen am Moos

Margarethen am Moos is a small village administrated by Enzersdorf an der Fischa town in the district of Bruck an der Leitha in Lower Austria in Austria.

Fuelling Infrastructure

A project was carried out for implementation and operating a biogas processing unit plus biogenic CNG filling station. As result in Margarethen am Moos is the smallest commercially run facility of its kind anywhere in the world. Its simple, compact design has advantages both for operation and economically. From the beginning the project was funded by the Land NÖ as well as ÖKK and FFG. The total costs of the project of about 642.000 EUR (442.000 investments costs and 200.000 operation and maintains costs) are covered mostly by FFG (94.000 EUR), Land NÖ (150.000 EUR) and ÖKK (143.650 EUR). The remaining costs where paid by the operator of the plant. The public was informed about this project through different activities such as presentations, nomination for “Klimaschutzpreis 2008”, as well as the win of the “NÖ Energy Globe 2008”. After the success of demonstration-plant in Margarethen am Moos it is now planned, to find 25 more locations in Austria to construct an upgrading plant und a local fuel station similar to Margarethen am Moos.

Salzburg

Status Quo

Salzburg is the fourth-largest city in Austria and the city of the federal state of Salzburg. In the agglomeration, about 210,000 are residing as of 2007.

Fuelling Infrastructure

In 2009 about 20 recharging stations for e-bikes and e-cars were established (see www.electrodrive.at). In 2010/11 addtional infrastructure is planned to be set up. The recharging stations also include displays with travel information, i.e. acess to the next public transport station. The recharging stations can be used with specific EcoDrice-Client-Cards.

Region Styria

Styria is a state or Bundesland, located in the southeast of Austria. In area it is the second largest of the nine Austrian federal-states, covering 16,388 km². It borders Slovenia as well as the other Austrian states of Upper Austria, Lower Austria, Salzburg, Burgenland, and Carinthia. The population (as of 2006) was 1,203,986. The capital city is Graz.

The Styria region was an important member of the EU funded project MADAGASCAR. A green car salon was organized for municipalities (e.g. Weiz) to inform the broad public about CNG and NGVs and the filling station network in Styria. The idea was to present different NGVs and other alternative fuelled and environmentally friendly vehicles to the broad public for information and to raise awareness. People should get the chance to talk directly to the car dealers, immediately test drive vehicles and compare them regarding driving comfort, noise etc. In total there were 17 companies presenting more than 25 vehicles (serial CNG cars but also conversions). Additional eye catchers (e.g. biomethane Pinzgauer, CNG Rally Golf) to raise public interest were placed.In 2010 there were nearly 700 CNG/biogas vehicles registered in the region which as a substantial increase compared to the situation before the project.

By January 2010 there are 22 filling stations in the Styrian region available. In the capital Graz vehicles can be filled up at 7 filling stations. In Styria biomethane is injected to the natural gas grid in Leoben and can be virtually extracted to fill vehicles CO2 neutral.

Regional Instruments to promote Clean Vehicles

Natural gas vehicles are supported by Styrian gas suppliers and also by the city of Graz (limited to taxi companies and social services) and the country of Styria to boost fleet conversions. Thanks also to the car manufacturer who have now more serial vehicles on the market for different purposes.

Region Tirole

Regional Instruments to promote Clean Vehicles

Tirol has various schemes on the A12 motorway to reduce the pollution. The permanent ‘motorway LEZ' has been in place since 1 January 2007 and affects pre-Euro 3 lorries over 7.5 tonnes. It is detailed below. There is also a night-driving ban on pre-Euro 4 lorries over 3.5T, sectoral driving ban (lorries over 7.5T), an air quality-based speed limit (100km/h for passenger cars), a night time speed limit  (all vehicles), and a ban on overtaking (lorries over 3.5T). These other schemes are detailed on the pages linked from the menu on the right.

Vienna

Vienna is the capital of the Republic of Austria and one of the nine states of Austria. Vienna is Austria's primary city, with a population of about 1.7 million (2.3 million within the metropolitan area, more than 25% of Austria's population), and is by far the largest city in Austria, as well as its cultural, economic, and political centre. It is the 10th largest city by population in the European Union.

At the beginning of the sixties the local public transport company of Vienna, Wiener Linien, started to establish liquefied petroleum gas (LPG) as an alternative-fuel for their busses. Today every bus of the Wiener Linien is LPG-powered. In March 2001 the last fuel mixture articulated bus (30% LPG and 70% diesel) was replaced. In 2005 the development of a new generation of LPG-engines was finished: Along with the Wiener Linien the vehicle manufacturing company MAN developed an environmentally friendly engine (model number: G 2876 DUH02). The emissions of the new engine falls more than 50% below the EU-5 standard, which is in force since 2008. It was possible to decrease the fuel consumption and therewith the CO2 emissions by 14% compared to the engine used so far (G 2866 DUH05). Since 2005 these new LPG engines were fitted in the new busses of the Wiener Linien in a consequent way. Since 2007 the development of a further stage of the LPG engine (G 2876 DUH02) was finished. Because of another fuel injection, the noise of the engine is lower than before and the fuel consumption could get reduced again.

Region Vorarlberg

Vorarlberg is the westernmost federal-state of Austria. Although it is the second smallest in terms of area (Vienna is the smallest) and population (Burgenland is less populated), it borders three countries: Germany (Bavaria and Baden-Württemberg via Lake Constance), Switzerland (Graubünden and St. Gallen) and Liechtenstein.

Despite the comparably high acceptance of public transportation, walking and cycling in Vorarlberg, many people still depend on motorised individual mobility. Besides the continuous expansion of the public transport systems and a potential reduction of individual traffic, future individual motorised mobility has to become more environmental friendly. After a national contest, Vorarlberg became model region for electro-mobility, funded by the Austrian government via the Climate- and Energy Fund. The introduction of electric mobility received funds of 4.7 Million Euro (30% funding rate); follow up funding is announced in the case of successful implementation. Within the first project year, 100 electric vehicles were in service of different user groups to gain experiences about technical and financial details and changes in mobility behaviour. The VLOTTE-project was carried out in cooperation of Illwerke VKW (local power supply company), Vorarlberg federal state, Vorarlberg public transport system, the Austrian Automobile Association (ÖAMTC), the Technical University of Vienna, Vorarlberg Energy Institute and business partners.

Fuelling Infrastructure

The existing recharging-infrastructure for electro vehicles was expanded considerably (since 2009 10 recharging stations are in operation); an adequate number of photovoltaic plants will be built. In the medium term a supplement of the photovoltaics with small-scale hydropower is intended. Vehicle to Grid technology (e.g. using the coupled vehicles as a storage of energy) to support the power supply systems shall become subject of the project in the future.

Regional/Local Joint Procurement Initiatives

The Umweltverband Vorarlberg is an environmental association of all 96 municipialities and has been working closely on the topic of green public procurement (GPP) since 1998. Following a project to assess the economic and environmental benefits of joint purchasing, the EcoProcurement Service Vorarlberg (ÖkoBeschaffungsService - ÖBS) was launched in 2001 to provide permanent and exhaustive green public procurement services to the municipalities in the province. ÖBS provides a centralised procurement service for 80 local authorities, focusing in the organising of Joint Procurement activities for environmentally sound products involving these authorities. Results have shown that financial savings of up to 30% have been achieved and administrative workload reduced by up to 60%. The ÖBS offers a number of services to the member municipalities in the region:

  • Organising of joint procurement activities on behalf of members
  • Offering legal and environmental advice on GPP
  • Organising workshops on GPP
  • Guidelines on GPP for specific product groups
  • ÖBS-Service Bundle „Sustainable Construction in the communities“ – Assisting municipalities in implementing sustainable construction

The ÖBS is partly funded through a small commission from the member authorities equivalent to 1.5% – 2.5% of the annual ÖBS-turnover.
