The Clean Vehicle Directive
The Directive on the Promotion of Clean and Energy Efficient Road Transport Vehicles (DIRECTIVE 2009/33/EC) aims at a broad market introduction of environmentally-friendly vehicles. The Clean Vehicle Directive requires that energy and environmental impacts linked to the operation of vehicles over their whole lifetime are taken into account in purchase decisions. These impacts shall include at least fuel consumption, CO2 emissions and emissions of regulated pollutants like NOx, NMHC and particulate matter. Thus the Clean Vehicle Directive is an important step towards the internalisation of the external costs of road transport.
The nature of the information about the Clean Vehicle Directive and the public procurement activities following the publication of the Directive make it advisable to disseminate such information via the internet. Additional information about the financial instruments available in the Member States in the fields of urban mobility and promotion of clean and energy-efficient road transport were to be included in the relevant websites.
The Clean Vehicle Portal
The Clean Vehicle Portal is an important web-based tool provided by the European Commission to facilitate the implementation of the Clean Vehicle Directive in the European Member States. It provides reference data on vehicle life-cycle cost including the cost of environmental side effects in a manufacturer--neutral way (using internationally accepted vehicle test cycles). The vehicle data set covers all relevant vehicle-categories (M1, M2, M3, N1, N2, N3) and technologies/fuels (conventional fuelled engines, hybrid, biodiesel, E85 flexifuel, LPG, CNG, electric, hydrogen) and will be updated continually. The portal aims at supporting all institutions procuring vehicles in the European Member States as well as legal entities and individuals who are interested in purchasing environmentally friendly vehicles. The basic functions of the Clean Vehicle Portal are available in all official EU languages as well as in Norwegian, Icelandic, and Croatian.
The Clean Vehicle Portal is designed to give a detailed and comparable overview of the range of clean vehicles available on the market and classify them according to their life cycle costs. Thus, the procurement officers are provided with detailed information about costs and environmental aspects and are consequently able to select the most appropriate vehicles meeting their specific requirements.
The Clean Vehicle Portal provides an overview of current public procurements of vehicles in the EU and encourages procurement officers to adapt the Clean Vehicle Directive by using the data and information provided.The Clean Vehicle Portal provides information on Clean Vehicles for each EU Member State as far as procurement regulations on Clean Vehicles are concerned, the market penetration with specific Clean Vehicle technologies, the situation regarding alternative fuel infrastructure as well as national and regional incentives for the use of Clean Vehicles. Furthermore, the Clean Vehicle Portal provides information about so-called Joint Procurement Schemes for clean vehicles (pooling demand to reduce procurement costs and to motivate the manufactures to intensify their efforts in marketing Clean Vehicle Technologies) on European, national and regional levels. It also provides a dedicated communication platform to set up new Joint Procurement Schemes.
